Although it requires a cost, it's a light cost, so you can think of it as something that can't be used outside of Subterror.
The second effect searches Subterror monsters when the effect is destroyed. There is no reason why the all-purpose monster search is weak. You can set it as a bluff, but there is also a way to get involved in the effect of Aquarius.
